The self-described “prediction market” Kalshi, which allows users to put money on the outcome of events ranging from ballgames to elections, is actually a gambling enterprise that appears to be violating the rights of Indian tribes in California to regulate gaming on their lands, a federal appeals court ruled Wednesday.
